Axel Vogel was born in Bochum on 3rd of June 1956 and grew up in the countryside in Upper Bavaria from the age of five. He studied business administration and economics and became involved in the environmental movement at an early age. In 1980, he was one of the founding members of the Green Party.

After serving in the Bundeswehr (German Army), he worked in the state office of the Bavarian Green Party. In 1983, he became a member of the first Green parliamentary group in the Bundestag (German parliament), first as a successor and from 1985 as a member of parliament.

From 1988 to 1991, Mr. Vogel was Federal Treasurer of his party and acting Federal Managing Director before he accepted an offer from the then Brandenburg Minister of the Environment Mr. Matthias Platzeck. The historically unique opportunity to be able to support the German Demokratic Republikc national park programme, which was adopted at the last session of the Volkskammer (East German parliament), led him to Brandenburg.

From October 1991, Axel Vogel was deputy to Prof. Michael Succow in the management of the 'Project Group for Large Protected Areas', then until March 1995 as deputy to Prof. Matthias Freude he was head of department of the Brandenburg State Institute for Large Protected Areas in Eberswalde. Here, he was also temporarily in charge of the development of Brandenburg's only national park and Germany's only national park for floodplains - the Lower Oder Valley National Park. From April 1995, he was first provisional and from October 1996 to April 2004 director of the State Institute for Protected Areas. With the restructuring of the state environmental administration in the state of Brandenburg, Axel Vogel first became head of the department for large protected areas in the Brandenburg State Environmental Agency in 2004, and in the same year became head of the department for ecology, nature conservation and water.

From 2005 to 2009, Vogel was one of two equal spokesmen for the board of the Brandenburg state association of Bündnis 90/Die Grünen (Alliance 90/The Greens) in an honorary office.

His work focused on budgetary, economic and environmental policy. In addition to development in rural regions, the energy turnaround was always at the centre of his interest. In 2007/2008, for example, he was a representative of the popular initiative "No new open-cast mines - for a sustainable energy policy".

In 2009, he was elected to the Brandenburg state parliament for the first time via the state list of Bündnis 90/Die Grünen. Axel Vogel became parliamentary party leader of Bündnis 90/Die Grünen and held the mandate and function until the formation of the government on 20 November 2019. In order to separate his office and mandate, Axel Vogel resigned from the state parliament of Brandenburg on 31 December following his appointment as Minister of Agriculture, Environment and Climate Protection of the state of Brandenburg, which he had won again on 1 September 2019.
